dc.description.abstractDiversity in the media is generally considered co be socially and culturally desirable, and an appropriate goal of Australian media policy. It has been seen as being central to political democracy, consumer choice, national culture, cultural pluralism, and the public interest. The notions of 'diversity' incorporated within each of these definitions are by no means synonymous, and can indeed be in conflict with one another. In both the Australian and the international context, we find a general endorsement of the principle of diversity as a goal of broadcasting regulation, but the concept of diversity is often being understood differently. These conflicting definitions of diversity have been particularly apparent in debates surrounding the introduction of pay television into the Australian mediascape.
