This study applies a qualitative approach to examine common factors, which possibly create a good research environment in a university, and examines influences of those factors to low research productivity of academic staff in a research-oriented university, in Vietnam. Particularly, eighteen interviews with academic staff at different disciplines, academic rank, qualification, and administrative positions, have focused on the subject of how to build a good research environment for this university in order to increase research productivity of academic staff. The findings revealed that all of them are aware of the importance of research and research productivity, but the environment does not support them to engage in research. In the scope of this study, three general themes, which have emerged as results of thematic analyses of interviews, will be reported: intellectual climate, resources, and reward system. The findings are considered good resources to help leaders of this university understand the obstructions, which have been existing with the university, and the expectations of all academic staff. All of these will significantly contribute to good strategic policy for research in order motivate all academic staff to engage actively in research and have more publications in the future. A large quantitative study is recommended in conjunction with this qualitative study would be useful in a way that it will help the university performs good leadership and management in research.
