dc.description.abstractThis paper was written to inform the development of material for a Commonwealth monograph on numeracy and to address the topic indicated in the title. While the focus of discussion is on information and communication aspects of technology, implications for life outcomes for personal contexts have also been included. The readings undertaken to ensure the topic was addressed appropriately led to many formulations of the title and conclusions.
