    Abstract
This paper provides an innovative approach to the complex process of sustainability assessment of civil infrastructure systems at the development stage. It proposes a fuzzy cognitive map (FCM) driven approach for implementing an expert decision support tool. The paper explains in detail the process of constructing the relevant FCM model, presents preliminary FCM results which were obtained from undertaking both static and dynamic analyses, and finally comments on the usefulness of the proposed methodology. This paper provides an innovative approach to the complex process of sustainability assessment of civil infrastructure systems at the development stage.
