Nearly all countries across the globe, from the poorest countries to the most advanced nations, are seeking to enhance performance of government services through the application of ICT in public administration, namely, Electronic Government (e-government). However, the implementation of e-government with a clear vision, mission, objectives, strategies, and the development of mature and high quality services require a huge investment. The value of this huge investment can only be obtained when all stakeholders, in particular citizens, will adopt and make effective use of an e-government system.
