The estimates of the costs of beach congestion are used to assess the cost effectiveness of measures to reduce congestion. Specifically, we seek to answer the following questions: * How does beach congestion affect beach visitation rates of surfers and general beach goers? * Does the benefit of reducing beach congestion exceed the cost of measures to reduce beach congestion on the Gold Coast?en_US
