dc.description.abstractThe first half of 2020 was consumed almost entirely by the COVID‐19 pandemic and, not unexpectedly, that frame would form the backdrop for the assessment of all economic and most other public policy. Ultimately, while that COVID‐19 setting caused the government significant pain, it offered no relief to a beleaguered Opposition.
