    Abstract
    Objective: to analyze the quality of the elections for governor and deputies in Mexico. To what extent did these depend, in the period 2015-2018, on the performance of the electoral bodies? Methodology: the perspective of electoral integrity is used. The main source of the data comes from a survey of more than 700 electoral experts. Results: the hypothesis about the relevance of electoral administration bodies for the integrity of subnational elections is confirmed, in particular, of one of their attributes: impartiality or application of the law without political biases.     Objective: to analyze the quality of the elections for governor and deputies in Mexico. To what extent did these depend, in the period 2015-2018, on the performance of the electoral bodies? Methodology: the perspective of electoral integrity is used. The main source of the data comes from a survey of more than 700 electoral experts. Results: the hypothesis about the relevance of electoral administration bodies for the integrity of subnational elections is confirmed, in particular, of one of their attributes: impartiality or application of the law without political biases. Limitations: the external indicators that were used to measure the performance of the electoral administration bodies are imperfect approximations that may not be applicable to other contexts. Value: It falls on the study of local elections in Mexico from the perspective of electoral integrity, using original data and placing in the spotlight the role of the electoral bodies in order to raise the quality of said elections. Conclusions: given the disparity in levels of democratic development, it is important to study the quality of subnational elections in Mexico, which depends, among other factors, on the impartiality of the electoral bodies.
