dc.description.abstractToday civilised networked societies have eliminatedthe majority of the disaster and emergency services from thecommunity's social structure and put them in hands of localgovernments. This paper proposes the concept of self-designingdisaster and emergency services (community-based initiatives) toreduce the apparent complexity of disaster and emergencymanagement initiatives as well as to increase their probability ofsuccess using extended axiomatic design theory and enterprisearchitecture frameworks such as ISO15704: GERAM.
