dc.description.abstractInformation Technology (IT) has played a crucial role in facilitating organizational change programs. Many countries have attempted to implement electronic government (e-government) as the most fundamental infrastructure for such programs. Various famous models have been developed to implement these ideas but such models may not be applicable in developing countries since their technical and non-technical infrastructures are not as mature as those of developed countries. This paper presents a literature review of the popular E-Government Development Models (EGDM), such as Gartner and UN, and explains the Iranian e-government development experiences. More importantly, the paper seeks to propose a national EGDM with respect to Iranian context requirements which might be applicable for other developing countries with some customization. It is concluded that international EGDMs are not fit for developing countries and some localization is required in order to exploit more advantages from IT capabilities in the governments.
