    Abstract
    Physical and organisational infrastructure is important for the functioning of communities, cities and regions. Physical infrastructure includes roads, electrical networks, telecommunications, and water supply and waste management systems, while organisational infrastructure includes the institutions that enable and manage the delivery of services. Although roads are the focus of much attention and policy debate in relation to physical infrastructure, the pavements associated with them do not figure so prominently, even though their maintenance is critical to the overall functionality of the total road asset.Physical and organisational infrastructure is important for the functioning of communities, cities and regions.
