Six Local Government Authorities, Griffith University and SMEC Australia Pty Ltd have initiated a collaborative R & D program that aims to conduct basic and applied research in pavement management and technology as well as to disseminate, promote and implement the research outcomes. The six participating Local Government Authorities are Caboolture Shire and Redland Shire Councils, Caloundra City, Gold Coast City, Logan City and Ipswich City Councils. The main objective of the research program is to calibrate the Highway Deterioration and Maintenance (HDM-III) models currently adopted in SMEC PMS. In order to properly apply pavement deterioration models to generate economic forecast in a pavement management system, it is necessary to customise them to the location where the road is constructed. There is a need for calibration of the HDM models to ensure that the predictions reflect the local conditions and the results are appropriate for the particular geographical region. This paper discusses the process for Level 1 Calibration on Basic Application of the HDM-III models. The results of the preliminary calibration are also presented.
