Abstract
As digital transformation accelerates globally, new innovative technology solutions to enhance financial inclusion are being developed more rapidly than ever. The development of cryptocurrency markets, and their growing popularity among consumers, has generated significant interest among governments globally in exploring the prospect of central bank-issued digital currencies—as a mechanism that could leverage digital finance technologies and as infrastructure to enhance the reach and value of formal financial products and services among the unbanked or underserved. However, as an emerging technology, considerable uncertainty remains about what is “best practice” in the development and implementation of a central bank digital currency (CBDC). This includes the specific design features that will enhance a CBDC’s impact on financial inclusion.
