The purpose of this article is to introduce the theoretical framework of language planning goals and actors involved in language policy and planning process.Literature on language policy and planning(LPP) is briefly reviewed before the introduction of the language planning goals and the description of the multi-levelled actors.It may help researchers in China to be more aware of the development of language policy and planning in the world for their future tasks and research work in this area.
