Abstract
This paper analyses the development of the tourism industry in the small island nation of the Republic of Maldives, highlighting the role of expatriate and local employment within the Maldivian tourism industry. It is argued that in order for tourism to be sustainable, the prevailing focus on tourism development needs to be changed with more prominence given to human resource development - the core of the tourism industry.
