Three projects in Perth, the Gold Coast, and Toowoomba were analysed using a conception model not previously applied. The results highlighted the need for water authorities and policy makers to build and maintain public trust through fair procedures (e.g., consulting with the community and providing accurate information), building a sense of the water authority as a member of the community who shares the same values as the community, and demonstrating technical competence and concern for public welfare.
