Abstract

Matthew Morton and coauthors present claims data from Rashtriya Swasthya Bima Yojana (RSBY), India’s insurance program for the poor, as a proxy for measuring quality of care (Oct 2016). They highlight the fact that such data are incomplete and unreliable. However, they posit that the data constitute the best available tool for quality measurement, as quality improvement initiatives such as the development of clinical pathways are costly and challenging to implement.
