Abstract

In recent years the success stories to quality management have been replaced by more gloomy reports. While the broad message of these is that quality management is not fully delivering, there is much less information on the specific difficulties in implementing quality management. In this paper, we draw upon the findings of an Institute of Management survey of some 800 managers to address this issue.
