Abstract
The purpose of the Triple Aim framework is to provide an evidence-based platform for decision makers that can help guide the implementation of quality improvement strategies to progress the goals of the organisation. The key dimensions of the Triple Aim framework are: improving health of population, improving patient experience and reducing per capita cost of healthcare (Stiefel & Nolan, 2012). During 2017, GCPHN contracted Griffith University to develop an Evaluation Framework based on the Triple Aim Framework and undertake some initial capability development for key staff and managers in this area. A major priority for GCPHN was the improvement in the evaluation of programs for better decision making in the uptake, disinvestment and continuation of programs. The investigation by Griffith University identified gaps in the PHN processes, incomplete data and inadequate staff skill set required to achieve in-house evaluations of PHN projects. This resulted in a two-day intensive course in health economic evaluations in January/February 2018 for key GCPHN staff. Recommendations and actionable items, presented in a previous report, were provided to assist GCPHN in achieving their goal of program evaluation. Following this workshop, the GCPHN then decided to apply the evaluation framework to two selected programs, as well as continue to build the capability of their staff to better understand and support the implementation of the framework within their business. In this project, GCPHN and Griffith University worked closely together to further develop a sustainable evaluation framework and implement the recommendations and actionable items identified in the previous project.
