Abstract
Executive Summary- There is a substantial amount of research which indicates that taxis are involved in a large number of crashes every year. The general reasons for this are numerous. At a high level in the ACT, the number and average cost of taxi crashes leading to personal injuries largely drives the cost of taxi premiums. To maximise the likelihood of reducing taxi premiums in the medium term, the taxi industry is encouraged to adopt safer driving arrangements that reduce the frequency and severity of accidents resulting in personal injuries. The ACT Road Safety Manual for the Taxi Industry (the manual) has been developed in consultation with the taxi industry to provide a standardised guide aimed at taxi drivers,owners and operators to improve road safety for taxis operating in the ACT. Safer driving for the taxi industry is aligned with Vision Zero - the ACT Government’s commitment to no deaths or serious injuries on our road transport network: The manual drills down to identify the local causes underlying the high number of taxi accidents and provides a way forward for the taxi industry to improve the driving safety of taxis in the ACT. The manual uses the Occupational Light Vehicle Use Systems Model as a way of comprehensively understanding the various influences on work related driving safety for the taxi industry. The model identifies five inter-related factors, ranging from the individual driver to the taxi vehicle itself and right through to the broader policy environment within which the taxi industry operates. The manual then provides an effective risk management approach that identifies hazards and risks and then how they may be addressed or mitigated. Each hazard is accompanied by a ‘Steps to Improvement’ section with associated practical ideas, strategies, and resources, as well as a ‘Toolbox of Ideas and Strategies’ that aim to prevent and respond to each of the hazards. Being at the forefront of implementing change, the taxi industry is able to holistically use the risk mitigation strategies and associated tools outlined in the manual to tailor road safety plans for drivers to improve road safety. Once safe driving practices and change are implemented, the taxi industry should undertake an ongoing evaluation of the success of adopted strategies and initiatives, along with are assessment of ongoing hazards and risks, and incorporate these into their tailored road safety plans so that they remain contemporary:Committing to, and reviewing an ongoing safe driving process through continuous improvement is paramount to ensuring the manual remains relevant to improving taxi road safety. In this way the taxi industry’s tailored road safety plans will continue to be‘living documents’, particularly when the taxi driving safety environment is constantly changing and dynamic in nature.
